To start with, the graphics of the game will remain cel-shaded as in budokai2. This game will contain more than 40 playable characters including all the characters in budokai 1+2 plus Broly(normal form,ss1,Ultra ss), Baby, Cooler(and Meta-Cooler), all the three forms of cell and Frieza and Buu, also Gogeta (ss1,2,4), Vegeta(ss1,2,4), Gogu(ss1,2,3,4) and many others.
Also, there will be a mode called Dragon road in which you can customise your character`s attack, defence and other...
The story mode will be available.
Also, the aura of the characters has dramatically improved and the characters can use teleportation. That is, characters can be teleported behind their enemy avoiding his attack. The teleportation can also be used in the world tournament to avoid getting out of the arena.
I am not sure that freeflight would be available.
This game is going to be great and i would buy it as soon as it comes out!!!!

I am in the army in Japan right now and I have played DBZ Budokai 3 and let me tell you, it's awsome. It hasa similar story mode to the Budokai 1 and the same graphics as Budokai 2 and it also has some extra modes that i have no idea what they are because the're in Japanese but they are prety cool and there is one mode where you can make your own melee or ki attack in which you can choose the color of the beam which character knows it how strong it is and all sorts of stuff and the characters include Goku, Vegeta, Kid Gohan, Teen Gohan, Adult Gohan, Kid trunks, Teen Trunks, Adult Trunks, Kid Goten,Teen Goten, Vegeto, Gogeta, Gotenks, Picollo, Krillin, Tien, Yamcha, Videl, Hurcule, Great Saiyaman, Supreme Kai, Raditz, Nappa, everyone in the ginyu force, all forms of frieza, DR, Gero, Android 16, 17, 18, 19, al forms of cell, cell junior, Garlic junior, salt, pepper, mustard, ketchup, all forms of buu, baby, and more that i forgot their names. But overall this game is the best DBZ game to ever come out so far so get this game!

This is gonna rock it has a storyline and it even goes through GT! There is tons of fusions and you can go SSJ 4!!.This game is a bit if an RPG cause you need to train your character really hard eg.Goku to become SSJ.There are lots of new charcters from DB/Z/GT including GOGETA!!The budokai games are gettin better and better.The effects are a lot better and there are lots of what if fusions.you can play as every form of Frieza,cell and cooler.Some new playable characters are:Cooler,Broli (in his first form),Metal Cooler and lots more to choose.This game is more realistic,as you know krillin cannot beat SSJ 4 Goku,so they made it realistic by training krillin really hard to have a chance,There is a part where you can even make your own moves.If you wanted to do a warp Ka-me-ha-me-ha you dont do a combo, a new feature is to TELEPORT!! so you would need to teleport behind a player and use ka-me-ha-me-ha!. There is lots more to tell about this game so keep an eye on websites. If you are a DBZ fan you HAVE to get this game.To go SSJ 4 you need to go the Goku from GT
